Moorpark has its own Building and Safety Division. The city's hillside communities — including the Highlands and Mountain Meadows — may require soils engineering, retaining wall design, and hillside grading permits. Moorpark's relatively streamlined permitting process makes it one of the faster jurisdictions for project approval in Ventura County. Many Moorpark neighborhoods are newer developments with modern infrastructure, but the college area has older homes that may need electrical panel upgrades or plumbing modernization before a major remodel.
